It is estimated that this UNJ Development Project costs US$ 30,00,000. Summary of the cost components is presented in Table 4.11. Details of the required project inputs and basis of cost estimation can be observed in Annex - 3 to Annex - 9.

In the 2005. Operational cost of the UNJ covered management salary, teacher salary,  administration cost, and overhead cost. The figure was approximately Rp. 70.644.612.354 or US$ 7,678,762 (1 US$ = Rp. 9,200). The figure is used to calculate annual operational cost per student. With the total number of 16,575 students, the cost was Rp.  4.262.118 per student a year. It was less than the standard which amounted Rp.12,000,000 to Rp.15,000,000 per student/ year.

In term of UNJ teaching staff, it is estimated to become 1,155 in 2010/2011 (increase 2% per year) to assist 25.000 students. Thus, the total estimation of UNJ operational cost will be Rp. 223,153,276,077 or 24,255,791 for the next 15 years since effective loan (2008 to 2022).

Details of Project Cost Estimation is shown below at table 4.11 including the cost for physical contigencies to cover the project implementation period. The total cost estimation for UNJ Development and Upgrading Project is US$ 38,684,315.
