Startegic Planning Of UNJ

Universities, like any other organizations can not avoid the current of change, inside or outside the campus. On the international macro level, it is evident from the more opportunities universities have in repositioning itself in preparing for challenges in the globalization era and changes of higher education paradigm. There are now numerous foreign universities offering various programs in Indonesia. On the national macro level it is evident from market demand for first-rate quality service from universities as provider of higher education.

Whereas funding from government budget is inadequate, even declining, weaker buying power, so civitas academica must be creative and innovative. While on the micro level, demand for civitas academica to conduct professional and modern institution management is increased and more variable. Autonomy, accountability and qualify became items which demand attention from higher education management, thus turning behavior of academic bureaucrat into academic entrepreneurs should be natural.

Observing the current of change, UNJ need to transform it self into an entrepreneurial University. Modification in concept and entrepreneurial behavior is a basic capital to rebuild UNJ into the best entrepreneurial University in 2020 in line with vision of UNJ.

And also according to UNJ development requirement at this moment, UNJ expected to be participated as one of teacher accreditation center in Indonesia.  
The UNJ Planning to entrepreneurial University is done based on several advantages and implementation as strategic plan as follows:

a. in Stage
  • Pre condition (2004-2007) was conducted based on change of 4 elements: human resources, management process, organization structure and facilities. It has been done since 2000 by workshop and training for leader and academic staff.
  • Transformation (2008-2010)
In this stage include: internalization of entrepreneur culture, strengthening of academic superior, diversification of basis financing, development of networking, and strengthening of managerial and the leader in each unit working.
  • Consolidation (2011-2015)]
The change must be constant and it could be motivated for civitas academica to reach mission and vision of UNJ. In this stage UNJ expected to have capability to develop services with international standard.
b. Planned

The process of transformation must be cleared and planned with supported by entire institution component, hence the ideal condition of UNJ could be managed with enthusiasm and entrepreneur behavior.

c. Continued

The change must continuous in all period.

d. Strong comittment from civitas academica

It must be found with commitment and collaboration in civitas academic of UNJ.

The main principal of an entrepreneur university concept is in academic superiority that provided in basis of all university activity and developed its image as an autonomy university, modern, high quality and have important role to solve problem in community. Hence the priority sector for development is academic development and as center of incubator based on academic superiority.

4.3.1. Present Project Plan of UNJ Adding New Facilities and Departments in Selected Modern Disciplines at UNJ

Since the transformation process from IKIP into UNJ and in line with its wider mandate obligatory, the university has developed twelve new undergraduate programs, namely Elementary School Teacher Education, Islamic Education, Islamic Communication and Propagation Science, Sociology Education, Sociology of Development, Indonesian Literature, English Literature, Mathematics, Physics, Chemistry, Biology, and Sport Science. At the same time, the University has also developed new eleven Diploma programs; that is Marketing Management, Secretary, Accounting, Tourism, Electronic Engineering, Mechanical Engineering, Civil Engineering, Food and Nutrition, Fashion Design, Health and Beauty, and Sea Transportation Management. For next academic year, the University is going to propose new academic programs, namely French Language, Germany Language and Management. As it stated in the UNJ’s strategic planning and considering existing market demand as well as availability of human resources, the Faculty of Economics is to be established in the near future. To strengthen its competitive advantage in economic, vocational and language education, UNJ will establish five modern development centers in the respectively fields, namely the Indonesian Center for Economic Education (ICEE), the Inter-university Center of Vocational Education (ICVE) and Center for Language Education Development (CLED),  Center for Early-Childhood Education Development (CECED) and Center for Islamic Education Development (CIED).

Consequently, the development of the established and new academic programs and new development centers as well should go hand in hand with the effort to rejuvenate the already existing programs should the university meet the global challenge. In other word, the university should develop new teaching and learning facilities for those new academic programs and the existing facilities.  The modern and necessary teaching and learning facilities are required to develop a better academic atmosphere so that students will have quality learning experiences and opportunity to maximize their potentials. A better academic atmosphere in this university will create qualified teachers, scholars, scientists, and other professionals. The graduates will have high quality performance and the society will have benefits from it.

4.3.2. The Proposed Project Plan

To accommodate the planned academic developments, the existing outdated buildings should be demolished and then reconstructed and renovation. The buildings to be reconstructed are located in the West Campus. The location of the project is presented at Annex – 3. The detailed of the project location and existing block plan is shown at the annex - 4. East Campus will be designed to accommodate the academic facilities of university, including for new laboratories such as Early Childhood Education Laboratory & its facilities, Integrated Basic Science Laboratory and Language Laboratory, and ICT center, Training center, and new university center.

The others of plan are supporting facilities such as landscape, campus road, disposables facilities, and computer networks. It’s for improvement and strengthening of academic atmosphere. The project will be developed in three years. It is important to note that the decision to develop and upgrade of the academic facilities at the west campus is based on following reasons:
  1. Existing ratio of student to total size of building is very high in range 1: 1.5 to 1:2.5 square meter;
  2. Almost all faculties, are experiencing limited space for their laboratories’ equipment and peripheral;  
  3. The consistence of UNJ to improve teaching and learning based of history as ex-LPTK are being fully aware of its role and function as an agent of development in education as it is core business of UNJ to keep on producing professional teachers and other educational professions needed by the society.
The proposed IDB project plan for the development of UNJ campus area for 4-years could be seen in Table 4.7 and detailed of cost estimation construction works of UNJ shown at table 4.8. Details for cost estimation construction work of UNJ project plan included analysis of unit cost estimated for new building; renovation and infrastructure are showed in annex – 5. The analysis of unit cost for engineering consultant, management and supervision consultant referring of Ministry Decree  no. 332/KPTS/M/2002. 4.3.3. Procurement of Equipment and Furniture

The project considers the need for procurement of the necessary equipment, furniture and fixtures. Most of them are to facilitate the planned development that includes renewal and change of the out-of- date existing facilities. However, priority is given to the procurement of equipment is university wide, and increasing of the capacity building with newer of equipment, furniture and fixture. Details of estimation cost on procurement of equipment can be observed in Annex - 6. Summary of procurement equipment estimation is shown at table 4.9. To procure new furniture and fixture is shown at the annex - 7.

4.3.4. Academic Development

As UNJ major concern is on the field of education, future academic development with two priority activities are curriculums and training programs are also planned with regards to education. Basically, the curriculum programs are implementation of new curriculum and designed those based of data after review and evaluation the existing curriculum. The writing and printing of text books is increasing of knowledge base all off civitas-academica. It’s one of activities of curriculum development.

The second program for academic development is training for academic staff. A course, serve the needs of teachers, educational administrators, policy makers, government and private offices, and community members that are concerned about education.
UNJ offers training programs for the public at large. The programs are not related to any degree programs and focus mainly on the mastery of selected skills. UNJ runs such training programs in the following areas:
  • English, Indonesian, French, Arabic, and German Languages
  • Communication and Information Technology
  • Development of Test Instruments
  • Small Business Management
  • Teaching Models and Processes
  • Curriculum Development
  • Sports
Total cost estimation for academic development is USD 5,500,000 (five million and five hundred dollars). Detail of the academic development presented at the Annex–8.

4.3.5. Project Management Unit
   
Implementation of the project will be conduct by project management unit (PMU). The PMU will be headed by a Project Manager and comprise of a finance, procurement, technical officer, and secretary. In order to enhance the technical capacity of the PMU, It’s proposed that two experts namely, construction manager and procurement specialist.

Estimation cost of the PMU can be described (1) expert consultant is a individual consultant, (2) expendeture cost for PMU office equipment, (3) sallaries and allowance of PMU personel.

Cost for two personal of PMU experts are salaries and allowance includes reporting and documentation expenses (Annex – 9A). Estimation of office equipment, salaries and allowance of PMU officer to proposed at the project presented at the Annex - 9 (B) and Annex – 9 (C). Total estimation cost for PMU proposed to the project shown at table 4.10.

4.3.6. Financial Auditing; Start-up Workshop, Contingency
   
The UNJ Project includes construction of the three new faculty and academic building, reconstruction of supporting infrastructure, procurement of equipment and furniture, consultancy services, upgrading of academic curiculum, and capacity of the university faculty/staff. To garanted of the good governace process while the project is there implementation a specially plan and expenditure of the budget/cost, UNJ’s Project will be hiring a public account (financial auditing experts).

In addition project start up workshop to be done for increasing of knowledge and skill of the PMU personel and others (linked departement) , How to management of a project under foreign finance and administration procedure, law, policy; mid-term review and corresponding contigencies.
